Under the provisions of Article-163 of Constitution Governor in state have to exercise their executive powers either on advice of Council of Ministers or in their discretion. In the appointment of Chief Minister, dismissal of ministry or government and in dissolution of Legislative Assembly, Governor enjoys full discretion. But while giving assent to the bills he has limited discretion as he cannot withhold assent to the reconsidered bill.
