Article-75 establishes that there shall be a Council of Ministers headed by Prime Minister to aid and advice the President. Council of Ministers in India includes Prime Minister, Cabinet Minister, Minister of State and Minister of State (Independent Charge). Cabinet Secretary is not the part of Council of Ministers rather he/ she is part of permanent executive and the senior most civil servant in India.
